Function: decideOffer()

function decideOffer(state): OfferDecision;

What to do with an offer that has just arrived.

rollbackFirst is the polite peer abandoning its own offer to take the other one. Modern browsers roll back implicitly inside setRemoteDescription, but doing it explicitly is what makes the intent visible in a stack trace — and Safari is the browser this project expects to hurt.
