Function: layerForDisplay()

function layerForDisplay(display): "auto" | "low" | "medium" | "high";

The smallest layer that fills a tile of this size, in device pixels: q is 320×180, h 640×360, f 1280×720. No size says nothing, and the server chooses from the subscriber's bandwidth estimate.
