Function: gradeSamples()

function gradeSamples(samples): QualityLevel;

One grade for a set of samples, from the inbound ones.

Inbound, because that is what the user is watching. An uplink that is fine while nothing arrives is not a good call, and grading on the send side would report one.

Not a stream that was silent on a path that is up: in an sfu room it is paused — off screen, muted, outside last-N — and has no quality to measure, while its jitter is the last value measured, since a receiver updates jitter only when a packet arrives. Graded, one paused stream held the call at poor (2026-10-01). Silence on a path that is down is still graded: the sampler has made it 100 % loss.
